Notice Description

The Secretary of State for the Home Department (the "Authority"), acting through the Neighbourhood Crime Unit, intends to make an amount up to PS75,000,000 of grant funding available (PS50,000,000 per financial year, over an 18-month period). Approximately PS2,600,000 of the funding, per financial year, will be reserved for support to successful areas, central evaluation and other activity to support delivery of the Fund and help prevent neighbourhood crime. The remaining PS69,800,000 will be available to Police and Crime Commissioners (PCCs) within England and Wales, who may in turn delegate to a Local Authority within their area to lead and submit a bid. The British Transport Police are also eligible to bid for funding, as are certain eligible Civil Society Organisations. This funding will be granted during the 2022-23 and 2023-24 financial years, across an 18-month period, and all Government funding allocations must be spent by the end of September 2023. The Funding is to be awarded through a fair, open and transparent competition by means of a Call for Proposals and will support bidders to invest in interventions to target neighbourhood crimes (burglary, robbery, theft from person, vehicle crime), Anti-Social Behaviour, and Violence against Women and Girls in public spaces/improving feelings of public safety. The primary aims of the Fund are to: * Reduce neighbourhood crimes. * Make local areas safer and reduce demand on the police to focus on higher harm crimes. * Reduce Anti-Social Behaviour incidents, making individuals and communities safer. * Change attitudes and behaviours towards Violence against Women and Girls in public places. * Improve feelings of safety for everyone, in particular women and girls' feelings of safety in public spaces and the night-time economy. * Build the evidence base for what works on reducing neighbourhood crimes and Anti-Social Behaviour and for changing attitudes and behaviours in relation to Violence against Women and Girls in the public domain; * Increase local area trust in policing and local government and their activities within the community. Additional information: In December 2016 the Cabinet Office launched its minimum standards for government grants. These include the requirement that competition should be the default option when considering award of grant funding. PCCs (including delegated Local Authorities) can submit up to four prioritised applications, one in each of the primary/secondary/tertiary/quaternary competitions, each for a defined local area which is affected disproportionately by high levels of neighbourhood crime, Anti-Social Behaviour or Violence against Women and Girls (or a combination of these crime types and issues). The British Transport Police may also submit up to four self-prioritised applications, one in each of the primary/secondary/tertiary/quaternary competitions, across its coverage of England and Wales. Eligible Civil Society Organisations will only be able to submit one bid, into the primary competition. A maximum of PS750,000 is available per bid: up to PS500,000 for the 2021/22 financial year and up to PS250,000 for the 2022/23 financial year. Funds for the 2022/23 financial year must be spent by 31st March 2023, while funds for the 2023/24 financial year must be spent between April 2023 and 30 September 2023.
