Notice Description

Leicester City Council ("the Council") are commencing a formal process to obtain market intelligence on offerings in the market on both commercial off-the-shelf solutions as well as any build offerings in the MS Power platform (or alternate) in relation to a solution for managing Leicester Markets. This solution will primarily be used for the managing stall/market management, trader profile management and rent collection. Leicester City Council currently has 20 units and 132 stalls, and a Market Officer undertakes daily visits to all units to carryout inspections, collect rent, oversee absences and general upkeep. At present a large percentage of these activities include a manual process which is time consuming, includes double entry into the existing solution and subject to manual errors. In addition to this, the new solution should help us to deliver the following objectives: * Improve efficiencies for office staff: o Enabling traders to access their profiles for information. o Enabling traders to submit requested information (i.e. sicknotes/insurance info) o Enable traders to make payments for overdue amounts. * Improve efficiencies for Market Officers, e.g., by: o Providing real time access to Traders information and allowing for updates on-site. o Allow for electronic collection of rents that updates Trader accounts in real-time. * Improve the Traders experience, e.g., by: o Improving communications between Market Management and Traders via access to their online account. o Providing a portal by which Traders can update their account, profiles and make payments.
