Summary of the contracting process

The Department for Business, Energy & Industrial Strategy (BEIS) has awarded a contract for the project titled "Assessing the entrenchment of public attitudes to network infrastructure" under the Energy and Climate Change Behavioural Science Framework. This research and development services contract falls under the CPV category of 73000000 and is related to the transmission and distribution networks in the UK. The tender was awarded on 20th January 2024, with a contract period running from 15th January to 15th June 2024. The procurement method used is selective, calling off from a framework agreement.

This tender presents an opportunity for businesses in research and development services to engage in the project of assessing public attitudes towards network infrastructure. Businesses with expertise in energy, climate change, and behavioural science consultancy services would be well-suited to compete for this contract. The Department BEIS, as the contracting authority, is based in Swindon, England. The project's focus on assessing public attitudes towards network infrastructure aligns with the government's need to address the challenges posed by the growing demand for electricity and the shift to renewable sources of energy.

Notice Title

PS23434 - Assessing the entrenchment of public attitudes to network infrastructure

Notice Description

***** THIS IS AN AWARD NOTICE, NOT A CALL FOR COMPETITION ***** This procurement is being concluded as a direct award under the CCS PS21174 - Energy and Climate Change Behavioural Science Framework - Lot 3 Brief Description of Requirement The government expects annual electricity demand to increase from current levels by over 35% in 2035 and by over 70% in 2050. New wind generation is shifting the centre of electricity generation from power stations in industrial zones to increasingly remote areas, including at sea generation. This will lead to more infrastructure and greater impacts both onshore and offshore, affecting communities. The new network infrastructure needed to enable the delivery of electricity from producer to consumer across the UK includes overhead and underground lines, offshore transmission cables, substations and landing infrastructure. We face complex barriers to the development of the transmission and distribution networks ranging from lengthy planning process, system design, supply chains, system constraint costs, environmental pressures, and community engagement.
