Prevention Programme (Preventing child exploitation and abuse)
Notice Description
The Home Office (the 'Authority) is seeking to award grant funding to enable the continued delivery of the Prevention Programme to prevent child exploitation. To be considered for funding, bids must meet the following eligibility criteria: * Applications are invited from voluntary sector organisations only. * Applications for funding are welcomed from single organisations only. * Organisations are limited to one single bid only. * Applicants should be from organisations which can demonstrate an established professional reputation at the national level within the area of tackling child exploitation. * Applications will need to demonstrate their ability to work effectively with a range of key stakeholders and beneficiaries at the local and national level and deliver a programme of work to meet the following three objectives: I. raise the awareness of child exploitation to professionals working within the private, statutory and third sectors, as well as the general public; II. upskill professionals at all levels to respond to, and prevent, child exploitation; and III. influence systems change and the responses to preventing child exploitation * Applications must cover the full two-year period of the fund and organisations must indicate how they will spend the award within each financial year (on the funding toolkit provided). * Further details can be found within the Prevention Programme 2023-2025 call for proposals pack. The process leading to the award of the grant will be administered using the Home Office eSourcing portal. If you have any questions or problems regarding registration, please email: PreventionProgramme@homeoffice.gov.uk Background The Government is committed to intervening as early as possible to reduce the likelihood of vulnerable children and young people experiencing exploitation, including Child Sexual Exploitation (CSE), Child Criminal Exploitation (CCE), and Modern Slavery and Human Trafficking (MSHT). Funded by the Home Office since 2019, the Prevention Programme has worked with a range of partners, including the private, statutory and third sectors, across England and Wales to tackle and prevent child exploitation on a regional and national basis. We are now seeking a delivery partner to deliver the Prevention Programme through 2023-24 and 2024-25. Market Engagement Event A virtual market engagement event for the Prevention Programme 2023-25 competition will be held on Tuesday 18th October, 11:00- 11:45. See attachment for further details. Additional information: The aims for the Prevention Programme are to: I. raise the awareness of child exploitation to professionals working within the private, statutory and third sectors, as well as the general public; II. upskill staff at all levels of an organisation to respond to, and prevent, child exploitation; and III. influence systems change and the responses to preventing child exploitation. In 2021, the Home Office published a cross-government Tackling Child Sexual Abuse Strategy, with protecting and safeguarding children as a key objective. The ongoing delivery of the Prevention Programme supports key commitments within this objective. NOTICE TO SUPPLIERS In December 2016, the Cabinet Office launched its minimum standards for government grants: These include the requirement that competition should be the default option when considering award of grant funding. To comply, the Home Office has decided to manage its competitions using their Jaggaer eSourcing portal. * How to register? The event will be run on the Home Office (HO) Jaggaer eSourcing portal. In order to bid for funding, bidders will first need to register on the portal via the following link: https://homeoffice.app.jaggaer.com/web/login.html Bidders should be approved for usage within 24 hours of registering on the system. After clicking on the eSourcing portal link, it should take you to the home page. On the left-hand side of this page, just below the login boxes, there is an option to register. To register as a supplier, you will need to provide information which will include: * the full legal name of your organisation * your DUNS number - a unique nine-digit number provided to organisations free of charge by Dun & Bradstreet * profile information describing your organisation and the size of your business Once registered as a supplier on the portal please send a notification email to PreventionProgramme@homeoffice.gov.uk to request access to the associated documents for the Prevention Programme fund. If you have any difficulties registering on the system, then you should contact the Supplier eSourcing Helpdesk: customersupport@jaggaer.com The HO Jaggaer eSourcing portal is independent of other eSourcing portals. Therefore, if you have registered on the Crown Commercial Service Jaggaer eSourcing portal, you will also need to register on the HO Jaggaer eSourcing portal. Please note that bids will only be accepted via the HO eSourcing portal. Any bids received outside of this system will not be considered by the Authority. Please note that registering for access to the eSourcing tool will not make you a Home Office supplier. To be considered for award of funding you must first respond to an opportunity.
