Summary of the contracting process

Historic England has finalised the procurement process for the "Swindon Office Rightsizing Project - AWARD" under the industry category of Architectural and related services (CPV: 71200000). The project aims to design a rightsized office space to reduce operational costs and improve space utilisation, targeting a reduction in allocated desks from 370 to between 60 and 150 non-allocated workstations. The selective procurement method was used, specifically a restricted procedure, and the awarded contract runs from 12 January 2025 to 31 December 2025. The awarded tender involved producing three costed alternative spatial design options and advice on the most suitable Form of Contract for the works, concluding its tender period on 16 December 2024.

This tender presents significant opportunities for architectural firms and design consultancies capable of transforming office spaces to achieve net zero commitments and optimise operational efficiencies. Companies with expertise in office design, space optimisation, and sustainable practices are well-suited to benefit from similar projects. The awarded supplier, Simpson & Brown LLP, exemplifies the level of expertise required for such undertakings. This project exemplifies how businesses in the architectural services sector can leverage such contracts to not only drive business growth but also contribute to sustainable development goals.

Notice Title

Swindon Office Rightsizing Project - AWARD

Notice Description

As part Historic England's review across our office estate in terms of investment to meet our net zero commitments, business requirements and staff needs, we are seeking to engage the services of a suitably qualified team to design a rightsized office space to reduce operational costs and improve space utilization, aligning with the guidance in the Estates Strategy to right-size offices to their average usage, which suggests individually allocated desks could be reduced from 370 (with associated facilities) down to between 60 (average minimum) and 150 (average maximum) non-allocated workstations. The final design should be able to accommodate at least 120 workstations in all. We have proposed to reuse over 85% of the existing facilities (furniture, IT equipment, etc) This mini tender is to: 1) Produce three costed alternative spatial coordination design options, up to RIBA stage 3, for office accommodation and fit out 2) Advise on the most suitable Form of Contract for the works based on the nature of the works and budget
