Summary of the contracting process

National Highways Limited commissioned development consultancy services for a lorry parking support task, including monitoring and evaluation. The work supports investment in facilities for HGV drivers and the freight and road haulage sector, with particular emphasis on welfare provision, on-site and driver security, increased parking capacity and improved amenities. It forms part of the Designated Funds programme supporting England’s strategic road network. The stated delivery coverage includes the United Kingdom, Europe, the Channel Islands, the Isle of Man, British Overseas Territories and the rest of the world. This is a services requirement relevant to management consultants, transport specialists, road-freight advisers, parking and infrastructure consultants, and organisations experienced in evaluating publicly funded transport initiatives.

The procurement is complete and was awarded to Ove Arup on 29 July 2026. National Highways used a selective procedure as a call-off from a framework agreement. The awarded contract value is £200,000, inclusive of the stated currency, with a contract period from 29 July 2026 to 31 March 2027. The tender submission deadline was 24 June 2026 at 7pm. The procurement was classified as development consultancy services and was evaluated through the framework call-off process. Ove Arup is the sole recorded supplier and the award is active. The opportunity was identified as suitable for small and medium-sized enterprises and voluntary, community and social enterprises, although the selected supplier is a large organisation.

For suppliers assessing future work from National Highways, this award demonstrates demand for specialist consultancy around HGV parking and the resilience of road freight. Credible competitors would need to understand the operational needs of HGV drivers, including welfare, security, parking capacity and amenities, together with the policy and infrastructure context of England’s strategic road network. They would also need to design and deliver robust monitoring and evaluation, interpret evidence, and report on the results of publicly funded transport investment. Experience working with government or major infrastructure clients, transport-sector stakeholders and framework call-off procedures would strengthen a supplier’s position. The stated suitability for SMEs and voluntary, community and social enterprises indicates that smaller or mission-led specialists could be relevant, either directly or as delivery partners.

Notice Title

S30126 Lorry Parking Support task including monitoring and evaluation

Notice Description

Road freight underpins the UK economy, with almost 80% of all freight transported by road and the sector contributing approximately PS12 billion annually. Supporting the continued growth and resilience of this industry is a key priority, and investment is being directed toward initiatives that strengthen the freight and road haulage sector. A central focus of this effort is improving facilities for HGV drivers, including enhanced welfare provision, better on site and driver security, and increased parking capacity and amenities. On 13 April 2022, the Department for Transport announced PS20 million in government funding to support these improvements. This investment is being delivered through the Designated Funds programme, which operates separately from the core work of managing and developing England's strategic road network.
