Summary of the contracting process

Lancashire County Council is seeking to appoint one or more service providers to deliver detached youth work across twelve regions in Lancashire, including Preston, Burnley, and Lancaster, under the initiative titled "LPS CARE - LPS CYP Targeted Youth Support - RFQ 15317411." The procurement process is currently in the tender stage, with the submission deadline set for 28th March 2022. The contract value is £360,000, and the services fall under the health and social work category. The anticipated contract period will commence on 1st April 2022 and conclude on 31st January 2025.

This tender represents a significant opportunity for businesses specialising in youth work, social services, and community engagement to expand their operations in the North West region. Small and medium-sized enterprises (SMEs) and voluntary community sector enterprises (VCSEs) are particularly well-suited to participate, as the project focuses on addressing the needs of vulnerable young people through innovative, community-based approaches. Companies with experience in delivering outreach services and informal education are encouraged to apply, as the role involves engaging with young people in natural environments such as streets and parks.

Notice Title

LPS CARE - LPS CYP Targeted Youth Support - RFQ 15317411

Notice Description

Lancashire County Council (LCC) intends to appoint one or more Service Provider(s), already actively delivering youth work in Lancashire, to deploy two youth workers per area, to provide detached youth work across each of the following twelve areas; Lancaster; Fylde; Wyre; Preston; Chorley; South Ribble; West Lancashire; Hyndburn; Ribble Valley; Rossendale; Burnley; Pendle. 'Detached youth work' is principally targeted at vulnerable young people. It is a method of working with young people which operates without the use of a building and takes place where young people "are at" both geographically and developmentally e.g. 'out on the streets', in parks, shopping centres and other public places where young people naturally meet and gather. Within a detached model of youth work the activities are defined by young people rather than pre-determined as may be in the case of outreach youth work, for example targeting specific issues such as underage drinking. Detached youth workers can provide informal education by bringing youth work to young people, listening, and hearing their needs and creating youth work that tailors to this.
