Notice Title

Soft Market Testing Exercise - City of London and City of London Police Joint HR and Payroll Solution

Notice Description

SMT in this case is where the City, at an early stage in development of its proposals but prior to formulating any formal procurement opportunity, seeks input from the market as to what might be the most attractive way of packaging and scoping a future procurement opportunity. The City currently uses two separate solutions to support the HR requirements of the City of London Corporation and the City of London Police. The Payroll solution is part of the City of London Corporation system and manages all payments to staff and officers. The Payroll solution also facilitates payments on behalf of a number of other organisations such as London Councils. Each solution has specific requirements related to the business as usual requirements of each organisation. In particular, the City of London Police solution has key specific functionality which is vital to the safe, effective and efficient running of the Force. The City is primarily investigating whether it is possible to rationalise these systems into a single solution and whether this is likely to be the best value for money option available. This can be delivered either by a single partner or multiple partners working together in collaboration. In addition to this, the City would like your views on the best method of hosting the solution/s in relation to the impact on value for money and statements regarding your capability to achieve this. The current solutions are both hosted by the City through their outsourced IT partner. Finally, the City would like to find out about the solutions that you could potentially offer to meet their requirements. Any information provided here is purely for information only and to inform the City of solutions that it may not already be aware of. It will also help inform the specifications in terms of the standards applied and common traits across the marketplace. The City has developed a questionnaire that they would like interested parties to complete; interested participants may then be invited to meet with the project team to discuss in more detail the options. Additional information: Further information can be found on the City's Procurement Portal. All SMT submissions should be made via this route. Bidders can auto-enroll to the opportunity by registering, logging on and searching for "itt_COL_9508".
