Summary of the contracting process

Highways England is undertaking a procurement process to organise "1-854 Innovation Events (Hackathons)", which falls within the research and development services category. The procurement, classified under CPV code 73000000, is currently at the award stage, following a selective procurement method via a call-off from a framework agreement. The contract is valued at £43,000, with the contract period running from 9 May 2019 to 30 June 2019. The tender period ended on 2 May 2019, and the procurement process aims to facilitate innovative solutions through hackathons involving collaboration among leading technology and infrastructure experts.

This tender presents significant opportunities for small and medium-sized enterprises (SMEs) that specialise in technology and infrastructure solutions, encouraging them to engage in creating innovative responses to industry challenges. Given the nature of the hackathon, businesses that can quickly develop effective solutions and foster connections with larger organisations would be particularly well-suited to compete. Engaging in such a collaborative environment can lead to valuable partnerships and enhanced market visibility for SMEs looking to expand their reach in the public procurement landscape.

Notice Title

1-854 Innovation Events (Hackathons)

Notice Description

Competitions/hacks are a great and efficient way of procuring work that result in the rapid generation of solutions, leveraging significant benefits in time and/or cost. For example, one hack that Hack Partners carried out for Network Rail is estimated to have led to efficiency savings of circa PS5 million. Furthermore, hacks are a great way of forming connections with SME's and organisations which wouldn't usually occur given the traditional approach of procuring work. In support of its Innovation Strategy, Highways England (HE) would like to procure services for one hack with Hack Partners (HP); specifically, regarding HP's InfraHack initiative, a hackathon to be held in May 2019. InfraHack's mission is to bring together the best technology and infrastructure experts in the world and challenging them to build new solutions that solve the industry's critical problems, thus driving the industry forward.
