Notice Description

Oxfordshire Clinical Commissioning Group is seeking expressions of interest in a potential tender for a GP Practice at South Oxford Health Centre in Oxford. The successful provider would need to be able to provide the full range of primary medical services at the practice from 1st August 2019 as the existing partner has provided notice to terminate their contract on 31 July 2019. As a result the CCG would intend to run an accelerated process. Given the small practice registered list the contract may be most suited to existing practices able to provide a branch surgery from the Lake Street site. However any new contract awarded would be for a maximum of 5 years. The provider will be expected to actively collaborate with local Primary Care Providers and demonstrate formal commitments to form a local Primary Care Network. This is in line with the CCG's Primary Care Framework, recognising that practices with registered lists smaller than 8000 remain at risk of poor resilience. South Oxford Health Centre GP services occupy an NHS property services building based in Lake Street Oxford OX1 4RP. We have heard from patients and the public the importance of the location of these GP services and expect to see the ongoing delivery of services from this site. The practice serves 4470 patients and will have an associated annual budget of PS441k (which excludes the pass through costs of the estate). Our vision for the GP patients in Oxford is to provide a locally led service which works collaboratively across the Oxford City locality and is GP led and supported by nurses and other clinical professionals as appropriate. In particular, the successful provider will: * Provide all Essential Services and all Additional Services * Provide high quality primary care services supported by a good CQC rating which will be accessible, convenient and responsive * Deliver all services throughout core hours which will cover 8am until 6.30pm Monday to Friday * Design services around the needs of patients and carers, ensuring they are offered choice and involvement in their treatment * Have processes in place to evaluate and continually improve on patient satisfaction * Have processes in place to engage effectively with the local communities * Participate in Quality and Outcomes Framework (QOF) * Be eligible for and expected to provide all Enhanced Services, remunerated in line with the relevant Directions as specified by the commissioner on an annual basis. * Work on promotion of healthy living with the aim of tackling the underlying causes of ill health. Take an active part in the local Primary Care Network. Expressions of interest should be sent to mstanbrook@nhs.net by 25th March 2019. Additional information: The Service is a healthcare service falling within Schedule 3 to the Public Contracts Regulations 2015 ('the Regulations'). The procurement of services listed in Schedule 3 of the Regulations is not subject to the full regime of the Regulations, but is instead governed by the 'Light Touch Regime' contained within Chapter 3, Section 7 of the Regulations (Regulations 74 to 77). For the avoidance of doubt the Commissioner will not be bound by the Regulations, the Treaty on the Functioning of the European Union (TFEU) or any other regulations or legislation except for the specific parts or circumstances that apply directly to the procurement of services listed in Schedule 3. The Commissioner is therefore not bound by many of the formalities and requirements of the Regulations may vary the conduct of the procurement including (without limitation) the conditions for participation, the time limits for contacting the contracting authority, and the award procedure to be applied. Neither the inclusion of a Bidder selection stage, nor the use of any defined terms from the Regulations, nor the description of the procedure voluntarily adopted by the Commissioner ('Open', 'Restricted', 'Competitive Procedure with Negotiation', 'Competitive Dialogue' or any other description), nor any other indication, shall be taken to mean that the Commissioner intends to hold itself bound by any of the Regulations, save those applicable to services coming within the scope of Schedule 3.
