Notice Description

Highways England is seeking to commission expert external advice to provide independent subject matter expert (SME) support to: - Build on the Road Period 2 (RP2) strategic investment case developed for VRS, examining the sources of data and the capability used to derive the RP2 analysis to inform the needs for a future in-house DST. - Characterisation of VRS asset data inventory, condition data requirements / processes and the quality of the asset information to underpin the RP2 programme and decision-making as part of RP3 planning. - Gather and define company requirements for a VRS DST including: o Technical approaches to VRS renewals and scheme development needs (tactical / operational) o RP2 investment case for VRS and RP3 case needs (strategic) o Asset management, metrics and reporting needs o Assets which need to be included as part of the VRS DST which are already recorded, or form part of the road restraint system, structures or other related asset classes are to be included in the VRS DST, for instance end terminals o Engage with asset management system owners and Consultants to evaluate existing or future capabilities for effective digital information exchange e.g. through an Application Programming Interface (API) or similar communication protocol and make recommendations for digital exchange with a DST - Produce a list of functional and non-functional requirements against which evaluation of the market can be applied - Evaluate current standards and existing data used by the business - Develop implementation plan for data improvements - Assess the capabilities of commercially available products against Highways England's requirements - Identify and assess preferred options for procurement and configuration of a VRS DST including consideration of potential implementation into existing company DSTs - Assess capability requirements to analyse and model VRS data to inform future road periods; bringing capability into Highways England
