Fleming Way Bus Boulevard - Prior Information Notice

Notice Description

Swindon Borough Council ('the Council') has secured funding to deliver a new public transport interchange for Swindon town centre. The redevelopment of Fleming Way is part of the wider town centre regeneration works and aims to create one inclusive bus interchange that will accommodate all bus services in the town centre. The Fleming Way Bus Boulevard project ("the Project") will remove the central pedestrian subway on Fleming Way, lower the entire carriageway and footways (diverting all utilities in the area accordingly), and replace the subway with a large Puffin pedestrian crossing. The Council will also be improving pedestrian and cycle movement through the provision of a new cycle facility to connect the town's Western and Eastern Flyer cycle routes. Additional signal controlled pedestrian crossings will be provided throughout the scheme, and the Project will significantly enhance the town's green credentials with the planting of a large number of trees and other vegetation. Works are expected to commence in March 2022.A market engagement event will be held at 2pm on Tuesday 20th April 2021 and will be hosted on Microsoft Teams. This is an opportunity for potential contractors to learn more about the detail of The Project and to ask questions. Any questions that are asked at the event, and subsequent responses, will be captured and shared later. Attendees are encouraged to ask any questions at the event as there will be no opportunity to ask further questions afterwards due to the project timescales. To register interest in attending the event, please email HPPD@swindon.gov.uk by 5pm on Friday 16th April 2021. Following the event, the Council invites interested prospective contractors to submit responses to the following questions via email to HPPD@swindon.gov.uk before 12:00 noon on Friday 30th April 2021: 1. Your likely interest in bidding for the Project. 2. Your comments regarding the form of contract to be used (currently NEC4 Option A). 3. Your views as to the coordination of utilities. 4. Your comments regarding a minimum 3 year maintenance period for the trees and planting. 5. Your experience on any other projects during the Covid-19 pandemic regarding any supply chain issues. 6. Any other factors considered relevant or suggestions on how the Project could be structured so as to bring about timely delivery and value for money. Participating in this market engagement exercise will not guarantee success at a later stage in the procurement, and the Council reserves the right not to proceed with the procurement process.
