Summary of the contracting process

The West Yorkshire Combined Authority, based in Leeds, has completed the procurement process for a Mass Transit Spatial Development Framework Provision. This project, central to delivering a new Mass Transit system for West Yorkshire, falls under the architectural, construction, engineering, and inspection services industry. The procurement was conducted using a selective method via a call-off from a framework agreement. The tender stage concluded on 7th March 2025, with OVE ARUP & PARTNERS LIMITED being awarded the contract on 22nd May 2025. The contract period started on 27th May 2025 and will run until 26th May 2027. This initiative aims to modernise the regional transport system, enhancing economic opportunities through improved infrastructure across all five West Yorkshire local authorities.

This tender presents significant opportunities for large firms within the engineering and construction industry, particularly those experienced in urban transit systems. By providing key infrastructure services, businesses can contribute to an essential project aimed at economic development and environmental benefits through decarbonisation efforts. While small and medium enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) are not marked as suitable for this project, large-scale enterprises can leverage expertise in strategic infrastructure projects to expand their portfolio and solidify their presence in regional developments.

Notice Title

Mass Transit Spatial Development Framework Provision

Notice Description

West Yorkshire Combined Authority (WYCA, the CA) is responsible for delivering a Mass Transit (MT) system for West Yorkshire (WY). It has been provided with in principle support from Government and initial investment to make a case for MT to the Secretary of State. The MT system will deliver strategic infrastructure across all 5 of the West Yorkshire local authorities The case for a rail based urban transit system is based on the need to address an outdated urban transport system that is focused on the car. Modern cities and conurbations require public transport networks that are not overcrowded and provide reliable journey times - to deliver effective connectivity and movement, creating economic opportunity. A modern mass transit solution is also required to address current pollution, public health and environmental problems, and also as an effective action to assist in the decarbonisation of the regional economy.
