Summary of the contracting process

The Kent County Council has initiated a tendering process for the "SC20034 Dover FastTrack" project, which aims to enhance highway infrastructure in the South East of the United Kingdom. This project involves the construction of key transport links connecting major housing developments at Whitfield to Dover Town Centre and additional amenities. The tender is currently active, with a submission deadline set for 18 January 2021. The overall value of the project is estimated at £14,000,000, and it falls under the industry category of engineering and construction works, specifically under the CPV code 45220000.

This tender presents an excellent opportunity for construction firms and engineering contractors, particularly those with expertise in infrastructure development. Businesses that specialise in highway engineering, construction management, and civil works would be well-suited to compete for this contract. Given the project's emphasis on enhancing public transport and supporting local housing initiatives, companies that can demonstrate experience in similar projects will likely have a competitive advantage. The construction period is expected to span approximately 65 weeks, offering a substantial engagement for successful bidders.

The aim of the Dover FastTrack project is to provide highway infrastructure to facilitate a high quality and reliable public transport service linking major housing allocations at Whitfield (5,750 homes) to Dover Town Centre and the High-Speed Rail services at Dover Priory Station. In addition, the service will also provide a direct link to Dover Castle and Dover Leisure Centre. A large proportion of the new route will be delivered by housing developers through the build-out of the new housing developments but three key sections of new infrastructure have been identified for early delivery and to enable the FastTrack route to be operational to service the Phase 1 housing development that is currently under construction and are included in this SQQ. The three sections are: Section 1 - A new road 1.0km in length, connecting Whitfield Urban Expansion to Tesco Roundabout at Honeywood Parkway via a new overbridge over the A2. The new road also includes a shared footway/cycleway. Section 2 - A new road 1.1km in length, connecting B&Q roundabout on Honeywood Parkway to Dover Road, near Firth Farm. The new road also includes a shared footway/cycleway. Section 3 - Localised widening of Dover Road between Frith Farm and A258 Castle Hill Road. Please note that Section 2 may be omitted from the final contract. A decision will be made in January 2021 The project is funded by a PS16.1 grant from Homes England, which was secured by Dover District Council, supported by Kent County Council. KCC are responsible for the design and delivery of the project. A planning application covering Sections 1 and 2 was submitted in August 2020 and a decision is due at KCC's Planning Committee meeting on 13 January 2021. Section 3 is classed as permitted development and is therefore not included as part of the planning submission. The planning documents can be accessed by clicking the following link.
