Highways England - Winter Fleet Vehicle Disposal Trial 2021

Notice Description

To inform our future vehicle disposal strategy, Highways England wishes to trial a full compliant asset sale process. There is a requirement to dispose of a total of 44 Salt Spreaders (18 of which also require decommission). These vehicles are located at various Highways England depots within England. The trial will involve a number of suppliers decommissioning vehicles and selling the vehicles at auction on our behalf. Full details - including vehicle specifications, locations and quantities will be provided to interested parties upon application however the supplier will be expected to carry out all reasonable activities to ensure Highways England's reputation is maintained and the timely sale of the vehicles for the maximum amount available, dependent on market conditions. The generic scope consists of the suppliers ability to: - Collect and storage of the the vehicles in a safe location throughout the process and to the buyer if required. Note should be taken that whilst the majority of the vehicles will be running, facility should be made for non-running vehicles. - Sale of the vehicle by either public or private auction, sale via the internet or through industry networks. All sales must always meet The Environmental Permitting Regulations and meet the requirements of the Industrial Emissions Directive where relevant. - Completion of the relevant documents including notification to the DVSA of a change in vehicle ownership. The outcome of the trial will inform our future vehicle disposal strategy, which will also include passenger vehicles used by both our Traffic Officers and Inspectors. Suppliers are therefore invited to register their interest their interest by sending an email to the contact details below complete with information about the services they provide and references that HE can take up.
