Summary of the contracting process

The procurement process involves Essex County Council, which is seeking to engage a service provider for the 'Inside Out' Intensive Coaching Service aimed at supporting young people in care. This initiative is classified under the health and social work services industry, with a total budget of £3,400,000. The open tender is currently in the active phase, with an application deadline set for 26th January 2022. The contract is expected to commence on 1st July 2022 and extend over a five-year period, concluding on 30th June 2027. The programme will serve the East of England region, primarily Essex and Hertfordshire, enhancing stability and improving outcomes for looked after children.

This tender represents a significant opportunity for businesses specialising in social work and related services, particularly those with expertise in coaching, child welfare, and family support. Small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs) are particularly well-suited to compete for this contract, as the nature of the services requires a dedicated, hands-on approach to working with vulnerable populations. Winning this contract could aid in expanding the service provision capacities of suitable organisations while positively impacting the lives of young people in care.

Notice Title

'Inside Out' - Intensive Coaching Service for Young People in Care

Notice Description

'Inside Out' is a programme developed and delivered within Essex, Hertfordshire County Councils, which tested a new approach to improving outcomes and stability for looked after children in residential care, enabling them to either successfully 'step down' to less intensive care, or return home wherever appropriate and possible to prevent step-up of service and achieve stability. This could also include stability in foster care and semi-independent accommodation. The collaborating local authorities have secured funding to commission this programme for a 5 year contract (3+2). The provider will recruit and manage skilled coaches who will work intensively with young people on the programme, their families, lead social workers and placement teams, other agencies and the young person's placement provider to effect change and create the conditions in which a young person can either return home, or move to a less intensive, sustainable placement or achieve stability in their current placement.
