Summary of the contracting process

DEADLINE TO SUBMIT PROPOSALS HAS BEEN EXTENDED TO MONDAY, SEPTEMBER 27, 2021- 23:59HRS (MEXICO CITY TIME) REGION- LATIN AMERICA The Foreign, Commonwealth, and Development Office (the Authority), represented by the British Embassy in Mexico City, seeks to appoint one Service Supplier to provide technical support to the Executive Secretariat of the National Anti-Corruption System (SESNA) for the development of an inter - process communication system (APIs REST) for the National Digital Platform (PDN). The work will be undertaken under the supervision of the Anti-Corruption, Digitalisation and Competition Policy Unit at the British Embassy in Mexico City, and the SESNA technical team, through regular planning and review meetings with the delivery partner to ensure that the work plans align with the Programme's vision and objectives, and review progress against these. The meetings may be remote or face-to-face, on a case by case scheme. The primary beneficiary of this project will be SESNA, as well as all the PDN data suppliers (public institutions that have key data in the fight against corruption with legal obligation to share it with the platform). By the end of the project, there will be a system that allows the automated verification of the communication mechanisms of the data suppliers that need to establish the interconnection with the National Digital Platform (PDN). Objective To create an Information System that allows data suppliers to carry out automated verification of their communication mechanisms, receiving the results immediately, thus reducing the waiting time to receive feedback by 100%. Consider that any email cannot exceed a maximum size limit of 10MB. Additional information: Answers to Technical Questions: 1. Regarding Terms of Reference and Service Requirement: The service requirement includes the development of a software or information system to verify the functionality of the APIs REST. APIs REST must comply with technical specifications that are available in Open API Specification Format and other sources. Data bases, APIs, and authentication mechanisms already exist and were developed by third parties, hence, there is no need to develop and install another data base. If necessary, the API verification software can be implemented with the data base and programming languge best deemed fit. To test the verification system, there are already mechanisms that can be used with synthetic data to simulate calls. 2. Regarding previous Systems leading up to S5: Authentication and APIs for S1, S2, S3.1, and S3.3 systems are already developed. The service requirement being solicited includes a software or information system to verify the functionality of the APIs REST. 3. Regarding the reutilization of previous systems and/or adaptations: The service requirement consists of elaborating a verification system that allows testing of third-party communcation mechanisms to verify their proper functioning. This is based upon the "Testing Plan" for each API and includes a series of security, functionality, and stress tests. 4. What is the main problem that this system will solve? The objective is to evaluate the proper functioning of the data suupliers' APIs in an automated fashion and receive test results (approved or denied) and the reasons why. Again, the service requirement consists of elaborating a verification system that allows testing of third-party communcation mechanisms to verify their proper functioning. This is based upon the "Testing Plan" for each API and includes a series of security, functionality, and stress tests. 5.
