Summary of the contracting process

Midlands Partnership University NHS Foundation Trust is planning a digital children and young people’s mental health service for its South Staffordshire footprint, covering health services (CPV 85100000). The service is intended to widen access to mental health support and provide safe, evidence-based help earlier, particularly where demand is high and people are waiting. It is expected to offer guided digital interventions, self-management resources and therapist-assisted tools for children and young people with moderate to severe mental health needs. The model should increase service capacity and patient choice, while supporting transparent access and waiting-time reporting. Delivery is centred on South Staffordshire, with the buying organisation based in Stafford.

This procurement is at the planning stage and currently concerns preliminary market engagement, rather than an invitation to tender. The Trust expects to use supplier feedback to develop the service specification and inform its procurement strategy. The engagement is planned to conclude on 4 September 2026. The existing contract is in place until 6 December 2026, which provides context for the planned future provision. Suppliers participating in the engagement will be asked to share practical insight on service quality, performance and value; their feedback will help shape the specification and procurement approach but will not be binding. The planned procurement is for services, with no contract value or bid evaluation basis stated at this stage.

The process is likely to suit established digital mental health providers with experience supporting children and young people, especially organisations able to combine clinically informed digital interventions with self-management and therapist-assisted support. Relevant suppliers should be able to demonstrate safe and effective practice for moderate to severe mental health needs, capacity to widen access, and systems for reporting access and waiting times transparently. The Trust is seeking input that reflects best practice, service quality, performance, value and regulatory standards, so providers with strong clinical governance, evidence-based delivery and experience working within NHS or comparable regulated settings are well placed to contribute. The procurement is not identified as suitable for SMEs or voluntary, community and social enterprises.

Notice Description

Midlands Partnership University NHS Foundation Trust (MPFT) is seeking supplier input to support the development of a service specification and inform its procurement strategy for digital CYP Mental Health Services. MPFT intends to conduct preliminary market engagement to inform the model of the future provision of digital support for CYP Mental Health Services in South Staffordshire. We are inviting suppliers with relevant experience and capability to express interest in participating in this engagement. The purpose is to gather insights that will help shape our service specification, procurement approach, and ensure alignment with best practice and regulatory standards. Any supplier wishing to participate in this preliminary market engagement exercise must be willing to share insights to improve service quality, performance, and value. Demand for children and young people's mental health support has continued to grow, with record numbers accessing services and significant numbers still waiting. A digital, evidence-based offer can expand reach, provide safe, effective help earlier, and reduce waits while maintaining quality. We are, therefore, seeking a digital service for CYP in the South Staffordshire footprint of MPFT that: * Aligns to the NHS ambitions of widening access for CYP to mental health support. * Supports transparent access and waiting time reporting. * Offers increased capacity and patient choice through offering safe, guided digital intervention, self-management and therapist-assisted tools for CYP with moderate to severe mental health needs. Feedback from providers is not binding but will help MPFT shape a comprehensive and effective specification and procurement approach. The current contract is in place until 6th December 2026.
