Summary of the contracting process

The Hull City Council has successfully completed a procurement process for the review of the Integrated Physical and Sensory Service (IPaSS) and current commissioned SEND support outreach services in Kingston upon Hull. The DfE have requested that the Authority (Hull City Counciil) consider reviewing all services and provisions commissioned through the High Needs Block to consider value for money and impact on outcomes for children and young people with SEND. In Hull, both SEN support outreach services and IPaSS are services commissioned through High Needs Block Funding. Due to this the Authority is looking to procure an Independent Review of both the Integrated Physical and Sensory Service (IPaSS) and the current commissioned SEND support outreach services (including ASD outreach, SLD outreach SEMH outreach) in Kingston upon Hull, with the expectancy that an ensured transparent and impartial/un-biased report is produced.
