Summary of the contracting process

The Kent County Council has initiated a tender process for the "Kent State Funded Special School Review" project. The council is seeking an external consultant to review state-funded special schools in Kent, with a focus on assessing current positions, identifying future requirements, and recommending necessary actions and resources. The review outcomes will inform sufficiency planning for specialist education pathways and a delivery plan aligned with Safety Valve Programme targets. The tender is in the "open" procurement stage with a deadline for submission by March 10, 2023. The contract period is anticipated to run from March 20, 2023, to July 25, 2023, in England, United Kingdom, falling under the primary education services category.

This tender presents a significant opportunity for businesses specializing in consultancy and education services, particularly those experienced in the field of special education. Small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprise (VCSE) organisations are encouraged to participate. Businesses that can work closely with local authorities and special school head teachers to deliver comprehensive reviews and recommendations are well-suited to compete for this tender, contributing to the improvement of state-funded education pathways for children with an Education, Health and Care (EHC) Plan in Kent County.

Notice Title

Kent State Funded Special School Review

Notice Description

Kent County Council are looking for an external consultant to undertake a review of state-funded special schools in Kent. The review will establish a clear understanding of the current position, assess any gaps between current state and future requirements and make recommendations for any action that will need to be taken and resources required, phasing any changes to meet need without destabilising provision. The outcomes of the review will inform our sufficiency planning for the provision of specialist education pathways and a three to five-year plan for delivery of affordable special education - in line with Safety Valve Programme targets, details of which will be shared once confirmed. The review of special schools will complement a parallel review of Specialist Resource Provision in mainstream schools, so that the outcome of both reviews contributes to the medium to long term equitable provision of suitable state-funded education pathways for children with an EHC Plan across the County and within a district. The requirement is for a provider to undertake the review working with Local Authority officers and engaging special school head teachers.
