Job Title Assistant Finance Business Partner- Capital Rate of Pay: ?600- ?700 per day- Inside IR35 Hours: Part Time Location: Hybrid/Sandwell Council House Start Date: ASAP Contract type: Agency - 12 weeks with a view to extend until September 2023 Job Description and Personnel Specification are attached, which also provides more information above the role. Brief description: Capital Accountant The Candidate We are looking for a qualified or qualified by experience accountant ideally with a good knowledge of IFRS and/or the regulatory reporting environment within which SMBC operates. Knowledge of PFI projects and associated accounting is desirable. Primary Job Function: 1. To ensure robust, accurate, compliant capital accounting and record keeping. 2. To support the Finance Business Partner (Capital & Financial Planning) and the assistant Finance Business Partner (Capital) in delivering an effective and efficient Corporate Capital Accountancy function 3. To support and advise Service Finance Business Partners and budget holders in setting, monitoring and accounting for their respective service capital schemes. 4. To work effectively with SMBC estates team and be the effective conduit between the council and the external auditors. Duties And responsibilities 1. To assist with the annual closure of all capital activities at year end in line with the corporate closing timetable and preparation of closing guidance for capital accounting. 2. To oversee the maintenance of the asset register and monitoring and control all changes such as acquisition, disposal, revaluation and depreciation. 3. To conduct an annual asset register verification program in accordance with Council procedures. 4. To prepare and input the in year and year end write down of capital schemes to the ledger and the asset register. 5. To administer the annual revaluation cycle and impairment review of all fixed assets and prepare the calculation the annual depreciation charge for all assets and manage the allocation and apportionment to services. 6. To reconcile the Revaluation Reserve and Capital adjustment accounts on a regular basis including the year end and to ensure working papers are accurate and complete. 7. To prepare the quarterly Housing Pooling claim and produce accurate and complete working papers for approval by the Finance Business Partner (Capital & Financial Planning). 8. To determine and process necessary journals for acquisition and disposal of fixed assets and calculate the gains and losses on disposal of fixed assets. To understand the treatment of revaluation gains and losses and the effect on the asset register and resulting journal outputs. 9. To monitor on a periodic basis the annual Capital programme and ensure that capitalised expenditure is accounted for correctly as mandated by the Code of Practice. 10.
