Notice Description

NHS England is seeking providers for the delivery of a Prison Substance Use and Mental Health Needs Assessment. The Substance Use and Mental Health Needs Assessment will address the health needs of young and adult male and female prisoners in the following estates: * HMP Birmingham * HMP Stafford * HMP Oakwood * HMP YOI Brinsford * HMP YOI Stoke Heath * HM YOI Werrington * HMP Dovegate * HMP Hewell * HMP Drake Hall * HMP Long Lartin * HMP YOI Swinfen Hall * HMP Featherstone Prisoners are not typical of the general population with regard to their health needs as they have a disproportionally higher prevalence of ill health. NHS England North Midlands are responsible for commissioning Offender healthcare services across the West Midlands this includes all of the above prisons. The purpose of the Substance Use and Mental Health Needs Assessment is: * To understand the current substance use and mental health service deliverables and how they are similar/different to the new service specification (draft) * To facilitate the understanding of the substance use and mental health needs within the different prison populations, including dementia. * To identify whether the services provided are comparable with HMIP/CQC expectations for substance use and mental health * To identify gaps in service provision and possible solutions * To identify opportunities for collaborative working that could offer a holistic approach to substance use and mental health * To support the commissioner to prioritise resources * To assist decision makers in the maintaining, planning and future improvement of services which address need, efficiency and effectiveness * To identify the changing demographics of prisoners The Substance Use and Mental Health Needs Assessment must consider the full range of substance use needs both clinical and non-clinical, and must have a specific focus on New Psychoactive Substances (NPS). It must also consider the full range of mental health needs of prisoners including those with primary and secondary mental health needs and specifically those that require a secure transfer to a dedicated mental health unit. The Provider will be required to focus on current prevalence of self-harm and suicide, number of prisoners on ACCTs and explore the links with mental health needs and clinical constant watches. It is important that clear consideration of, and reference to, any co-morbidities will be required, with a hierarchy of need. Including (but not limited to): * Chronic disease, long term conditions, pain management and sleep disorders * Sexual health * Blood borne viruses (HIV, Hep B, Hep C) * Use of Tobacco/Smoking Bidders are invited to submit offers for this HNA in accordance with the attached specification. The closing date for submission of bids is 4 August 2017 at 12:00hrs and should be sent to Sue Daykin
