Domestic Abuse Perpetrators Research Fund
Notice Description
The Home Office is seeking to award contracts to support research into domestic abuse perpetrators. Domestic abuse is a devastating crime that shatters the lives of victims and their families. According to the Crime Survey for England and Wales (CSEW), an estimated 2.4 million adults experienced domestic abuse in the year up to March 2019[1]. Much of this abuse does not come to the attention of the police, with only 17% of partner abuse victims reporting their experience to the police in 2017/18. Despite the significant prevalence of these crimes, little is known about perpetrators of domestic abuse. In our Violence Against Women and Girls (VAWG) Strategy, we set out our ambition to tackle these horrendous crimes that disproportionately affect women and girls, including domestic abuse. Our vision is underpinned by four strategic pillars; prevention, provision of services, partnership working, and pursuing perpetrators. Not only will we continue to ensure that effective criminal justice sanctions are taken against perpetrators, but we will also support sustainable behaviour change and robust disruption to reduce reoffending and stop perpetrators from moving from one victim to the next. We have continued to work hard to ensure that we are able to bring more perpetrators to justice and support victims through the criminal justice system, including introducing a landmark Domestic Abuse Bill alongside a programme of non-legislative action to transform the response to this appalling crime. From 2018 - 2020 the Government funded the development of a range of innovative approaches to working with perpetrators of domestic abuse through the Police Transformation Fund. To continue to support this work, the Government announced PS10 million of funding in this year's Budget (from April 2020 - March 2021) for interventions working with perpetrators of domestic abuse. As part of this, we are allocating PS500,000 specifically for research to support effective commissioning and delivery of services and interventions. The primary aim of this fund is to develop our understanding of the perpetrators of domestic abuse, and to strengthen the evidence base for 'what works' in addressing their behaviour. Additional information: The Home Office uses an eSourcing toolkit to enable its sourcing activities to be conducted over the internet. In order to bid, please follow the steps set out below. The procurement will be managed electronically via the Home Office e-Sourcing Suite Jaggaer. To participate in this procurement, participants must first be registered on the e-Sourcing Suite.
