Summary of the contracting process

The University of Cumbria is inviting tenders for the provision of District Heating Network and Combined Heat & Power (CHP) Design Services at its Lancaster campus. This project, classified under engineering design services for mechanical and electrical installations, aims to address the urgent need to replace an ageing district heating network, which is near the end of its economic life. The tendering process is currently in the Tender stage, with a tender period set to close on 13th July 2017. The contract is planned to commence on 31st July 2017 and is expected to conclude by 24th September 2018.

This tender presents a significant opportunity for SMEs specialising in engineering design and consultancy services, particularly those experienced in energy systems and infrastructure development. Businesses that can deliver efficient and innovative heating solutions or have specific expertise in mechanical and electrical installations will find this an advantageous project to pursue. With the project's completion timeline set for late September 2018, companies will need to act swiftly to prepare their bids and demonstrate their capability to meet the project’s requirements within the outlined timeframe.

Notice Title

District Heating Network & CHP Design Services

Notice Description

The existing District Heating Network at our Lancaster campus is at the end of its economic life. Regular leaks impose an ongoing financial on the university (circa ?30k pa). Complete failure of the system is a growing threat which if realised will have significant impact on operational activities. To investigate the choices to resolve this issue, Arup were appointed to produce an options appraisal. From these studies it was concluded there are two viable options: 1. Break up the DH Network and introduce distributed gas boilers, or 2. Replace the DH Network and introduce a Combined Heat & Power (CHP) plant. With comparable capital costs, preference was given to option 2 based on the lifecycle benefits, a much more attractive payback period and eligibility for external funding. The UoC Estates & Property Team now have the need to appoint an M&E Consultant to develop a detailed design of the scheme. This design will form the basis of the Contractor tender documentation. Developing a comprehensive design in a timely fashion will be key to the success of this scheme. A targeted project completion date of late September 2018 ensures timescales are tight across the whole programme. Additional information: Is a Recurrent Procurement Type? : No
