Summary of the contracting process

Ecovate Group, on behalf of various Integrated Care Boards (ICBs) across England, has issued an Invitation to Tender (ITT) for the provision of Healthcare Waste Collection and Disposal Services for Primary Care Settings. The procurement process is being managed by NHS Suffolk and North East Essex Integrated Care Board. The tender is currently in its active stage, with submissions due by noon on 11th October 2024. The contracts will commence on 1st April 2025, following a mobilisation period starting in January 2025. Each of the 24 participating ICBs represents an individual lot, and the services are categorised under Clinical-waste collection and disposal services (CPV codes: 90524100 and 90524200). The initial contract duration is set for five years, with the possibility of two extensions, each lasting up to 24 months.

This tender presents significant opportunities for businesses specialising in waste management, particularly those with expertise in clinical waste. The open procedure under the Public Contracts Regulations 2015 ensures a competitive environment where SMEs are encouraged to participate, provided they can meet financial and organisational capacity requirements. The evaluation will weigh heavily on qualitative factors such as technical quality, environmental benefits, and social value, with a combined weighting of 70%. Commercial factors will constitute the remaining 30%. Given the scale and scope of this contract, businesses capable of demonstrating robust service delivery and compliance with environmental and social standards will be well-positioned to benefit from this long-term engagement.
