Summary of the contracting process

The Oxfordshire County Council is currently in the Tender stage for creating an Approved Provider List for Social Care Agencies. This procurement initiative falls under the industry category of Social work and related services (CPV: 85300000). The Council seeks Care Quality Commission (CQC) registered agencies to provide personalised care and support packages for children and young people aged 0-24 years, primarily targeting those 12-18 years old. The procurement location is within England, with key deadlines including the tender period ending on 16th October 2024 at 12:00 PM, and the contract period set to commence on 3rd February 2025, running until 2nd February 2029. The initial contract value is £12,000,000, with a potential extension for up to an additional four years.

This tender presents significant business growth opportunities, particularly for SMEs and VCSEs specialising in bespoke care services. Companies with expertise in providing tailored care for children under various legal protection statuses and living arrangements are particularly well-suited. Being listed as an approved provider assures consistent business with the Council and offers the chance to contribute to providing essential care services. This procurement method, classified as "Other," ensures that successful providers will have met stringent criteria, thus guaranteeing high standards and reliability. Businesses experienced in foster care, children’s residential homes, or kinship care may find this opportunity particularly beneficial.

Notice Title

Approved Provider List for Social Care Agencies

Notice Description

The Oxfordshire County Council (hereafter referred to as "the Council") is commissioning and procuring an Approved Provider List (APL) for Care Quality Commission (CQC) registered Care and Support Agencies who can provide bespoke care and support packages to meet the assessed needs of children and young people aged between 0-24 years old; predominantly young people aged between 12 - 18 years old. There may also be occasions when we require bespoke care and support packages to meet the needs of siblings. The creation of the Approved Provider List for Care and Support Agencies will ensure that the Council can purchase bespoke care and support packages from Providers confident in the knowledge that they have met all essential criteria contained within the Invitation to Tender (ITT) documents and have been successful with their application for inclusion on the APL. The Approved Provider List will offer best value and more choice when we require bespoke care and support packages for young people who have become a 'Child We Care For' (CWCF) or a 'Care Leaver' (CL). Children can become a Child We Care For either by: * A voluntary arrangement between the parents and the local authority, known as being 'accommodated' under section 20 of the Children Act 1989. * Coming into police protection * Being subject to a court order, such as an Emergency Protection Order. * Being subject to a Care Order. * Being remanded in criminal proceedings. Children We Care For can live in different types of settings, for example: * Living with foster carers * Living with friends or relatives (kinship care) * Living in a children's residential home * Living at home while on care orders made by the courts. Additional information: The initial contract period will run for four years. There is an option to extend for a period/periods for up to an additional four years in aggregate. The value of the contract shown is only for the initial period.
