Notice Description

On 22 March 2022 Crown Commercial Service's (CCS) Construction Works and Associated Services 2 (CWAS2/P23) Framework went live. CWAS2/P23 Lots 1, 2 and 3 relate solely to the ProCure23 (P23) Framework, which is the 4th generation of the ProCure Frameworks which have a 20-year legacy. The P23 framework is available for use by the NHS to design and construct their Capital Investment Projects. P23 is the preferred and default framework for NHS use. The framework has an expiry date of October 2026 and across its 3 lots has a cumulative spend cap of PS9bn. P23 Clients are almost exclusively NHS bodies. Clients select their P23 Supplier via a call-off pursuant to Public Contract Regulations 2015. P23 Suppliers are referred to as Principal Supply Chain Partners (PSCP) and who are responsible for the design and construction of NHS facilities to the Client. Early engagement of PSCPs is a key principle of the P23 Framework. P23 has 24 unique PSCPs appointed to it, all of whom are Construction Contractors. The PSCPs are a mix of SME's, Consortia and Tier 1's, and all have experience in design and construction of health and/or complex public sector projects delivered using the NEC contract. Clients and PSCPs contract directly for individual projects and this is based on the use of NEC4 as provided for within the P23 Framework provisions as incorporated in CWAS2. P23 mandates the use of NEC4 contracts, with Clients being provided with the following options to use for their projects: * ECC Option A - Fixed cost/lump sum, closed book with activity schedule * ECC Option C - Target cost, open book with activity schedule * ECSC short contract - available as a choice for projects <PS10m in value NEC4 Contract templates have been developed and included in the tender documentation for CWAS2/P23 Framework for use on all projects using the P23 Framework to support the use of the NEC4 Options identified above.
