Summary of the contracting process

The London Borough of Newham has completed the awarding phase of the procurement process titled "Commissioning Homes for Children Looked After and Care leavers PDPS - Lot 1 Round 2," under the category of Health and Social Work Services. This initiative seeks to establish a Pseudo-Dynamic Purchasing System (PDPS) for delivering services related to children's care and accommodation. The procurement method employed was an open procedure above the threshold, adhering to the Public Contracts Regulations 2015, especially the light-touch regime. The PDPS commenced on 25th June 2021 and is active until 24th June 2025, with an estimated value of £15.6 billion across all local authorities. The process adheres to principles of transparency and equal treatment, offering substantial business opportunities for suppliers interested in providing health and social care services in London, with a focus on semi-independent living, children's homes, supported lodgings, and fostering agencies.

This procurement opportunity opens doors for SMEs and VCSEs, potentially aiding their growth by participating in a significant public sector contract that addresses the needs of looked after children and care leavers. Businesses specialising in social and health services, particularly those with experience in children's care facilities, semi-independent living, or fostering services, are well-suited to compete. With suppliers like Daystar, Leaving Care Solutions Limited, and Preferred Living Ltd already involved, new entrants could benefit from the collaborative environment fostered by the PDPS. This venture underlines the commitment to facilitating better care support and offers a lucrative chance for firms to expand their service delivery within the social care sector.
