Summary of the contracting process

The Ministry of Defence, located in Bristol, England, has announced an open tender for the provision of an Automotive Glass Replacement and Repair Service in support of the Phoenix II Contract. This contract requires a national network of automotive glass fitting centres and mobile units, servicing a fleet of approximately 15,000 lease vehicles across various locations including the UK, Europe, British Oversea Territories, Channel Islands, Isle of Man, and beyond. The tender process is currently active, with the procurement method being an open procedure (below threshold). Key dates include the tender submission deadline on 30th December 2024 and the commencement of the contract on 1st April 2025, lasting for an initial duration of two years with an option to extend for an additional year. The total value of the contract is GBP 1,500,000, classified under CPV codes 34640000 (automotive elements) and 50112120 (windscreen replacement services).

This tender offers significant business growth opportunities, particularly for small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs). Businesses specialising in automotive glass repair and replacement, with capabilities for 24/7 service, use of OEM-approved replacements, and management of national service operations, would be well-suited to compete. The contract also demands capabilities in providing a single contact number for contract management, ensuring suitability and quality of personnel (SQEP), and maintaining a responsive and performance tracked service database. Winning this contract could enhance business credibility, expand service reach, and establish a long-term relationship with the Ministry of Defence, making it a highly attractive opportunity.
