Notice Description

Highways England's Procurement Division has a workforce plan of 166 FTE. However, Highways England is delivering an unprecedented procurement programme, which requires resource above a sustainable WFP. This involves: 1. Awarding over PS15BN of complex contracts using a variety of sophisticated procurement solutions and contract strategies, including competitive dialogue, negotiated procedure, PFI and Alliancing. The PS15Bn is delivered across 5 multifaceted projects, and all are required to be delivered concurrently resulting in competing resource demands. 2. Awarding PS5BN of transactional procurement contracts (under existing frameworks & new OJEU) required for business as usual activities. As a result of the unprecedented delivery programme and resource constraints, Procurement is seeking procurement technical specialists through SPaTS to provide support services, as well as procuring a strategic partner to provide a combination of capability and capacity to minimise the risk to delivery of key business objectives.
