Notice Description

Sandwell Adult and Family Learning are delivery learning funded by WMCA/ESFA under the Adult Education Budget (AEB). As a provider of Adult Education Budget learning we are contractually required to return Individual Learner Record (ILR) data on a monthly basis as per the governments ILR Specification. We are currently using Cognisoft's Yeti MIS system to do this. As the existing contract is coming to an end we are looking to tender for a system to go live in August 2023 at the beginning of our next contract year. Provide a hosted software platform that has specifically been designed to meet the Governments ILR specification for data collection and ensures secure and consistent access to the MIS at all times. Requirements: o User friendly, reliable system with intuitive commands and processes o Integrated processing of data o Early data entry error identification and simplified error checking processes o Data management is course focused o Management of user accounts o Capability for online enrolments o Capability for online payments o Communication module to include SMS and bulk email delivery o Ability to set local variables to extract reports and analyse o GDPR compliant o The ability to extract and import batch files for use with the Learner Record Service (LRS) o Proactive approach to maintaining compliance with FIS requirements o Initial training to be provided to a group of superusers provided remotely and onsite (three days in early July 2023) o Training to the wider team remotely (one day late Mid-July) o Ongoing technical support appropriate to the needs for three months with critical incident support throughout the contract The system must provide direct entry and management of core MIS data to include: o The ability to add and edit data o Integrated lookups for Learning Aims Register (LARS) o Integrated lookups for Learner Record Service (LRS) o Royal Mail postcode data Individual Learner Record (ILR) data and XML files to include: o Generation of ILR files o Support for all Education and Skills Funding Agency (ESFA) funding streams o View individual ILR data entries to ensure accuracy o Real time ILR/business rule validation and one click correction o System updates as directed by the ESFA/WMCA (i.e. changes to ILR structure) The ability to record learner details: o Name o Address o Date of birth o Gender o Ethnicity o LLDD data o Next of kin o Previous qualifications o Employment status o Family details (ie attached children) o Signposting o Source of funding o Link to ESFA course directory o Link to ULRN database o Record destination data as required by ESFA/ WMCA o Qualification details i.e. learning aim codes, SSA classification o The ability to record and identify subcontractors o The ability to record achievement (including storage of relevant documentation) o The abi...
