Notice Description

This notice is for an EME event only - NOT for a call for competition. The EME event is being held at 9.30am BST on 10th Aug 2023. To participate in the EME you MUST register via this link https://forms.office.com/e/BwM0E10XjF The purpose of the event is to get market input on the proposed business case The programme will address capacity and technical barriers to implementing NDCs. The programme will focus on three areas to help implement headline Net Zero commitments consistent with objectives of speed, cost-effectiveness, and equity: 1. Policy and institutional capacity development, reforms, and frameworks to align with the Glasgow Climate Pact. 2. Supply of finance measures, particularly around effective use of carbon pricing, to accelerate flows into mitigation and adaptation projects. 3. Demand for energy measures including energy efficiency. Expected benefits include (non-exhaustive): - increase in price of carbon in highest emitting sectors and regions, with increased honest, reliable investment in the most economic mitigation projects in NDCs - cost-effective reduction in emissions through demand-side measures - Increased 1.5degC aligned NDCs supported by good implementation plans. The programme will involve a mix of bilateral and regional activity. UK posts in each AMS will shape bilateral activities to ensure a bespoke approach in each country. Regional activities will be implemented when harmonisation between countries is needed or where the same offer can be made in multiple countries to leverage economies of scale. The programme will work at three levels: - Where possible, it will engage bilaterally in all AMS (see Myanmar details below), recognising the diversity of ASEAN needs under the programme priorities. - Connect these country-level interventions at a regional level and work across borders to amplify impact and leverage economies of scale. - Work with ASEAN institutions to build capacity and support ASEAN regional bodies to address these priority issues regionally and support ASEAN strategies. Additional information: At this stage, FCDO seeks expression of interest in participating in the EME event. Non-participation in this event will not be taken into account in any future procurement. The purpose of this notice is to explore the market, inform the Business Case and help us to decide on the best procurement route and strategy.
