Summary of the contracting process

Sheffield Hallam University has issued an Invitation to Tender (ITT) for a catering concession contract at its new flagship Howard Street building in Sheffield. The contract encompasses two opportunities: a Café/Deli and a 100 Cover Restaurant. Located in a prime retail and hospitality destination, the address is adjacent to Sheffield Hallam University and near the train station, at postal code S1 1WB. The procurement process is currently at the tender stage, with the deadline for submitting proposals set for 31 January 2025. The contract is valued at £11.9 million and will run from 1 August 2025 to 31 July 2035. This open procedure aims to attract diverse operators, including SMEs and voluntary, community and social enterprises (VCSEs), to submit their bids.

This tender offers substantial opportunities for business growth, especially for businesses in the restaurant, food-serving, beverage-serving, and catering services sectors. The three-stage process is designed to be efficient and less burdensome, allowing operators to invest more time and resources only if they are successful at earlier stages. The tender process includes an initial selection based on experience, followed by a detailed proposal submission, and concludes with a final evaluation and negotiations. This structure ensures that businesses with a strong concept, sound financial plan, and commitment to quality and shared values are well-equipped to compete. SMEs and other enterprises emphasising quality and innovation will find this opportunity particularly appealing.
