Notice Description

The Students Union is a vital part of the University campus and provides a hub that is frequented by all students. It is important that the refurbishment provides excellent facilities to the students at the best possible cost to the Students Union and University, with the least amount of disruption possible while undertaking the work. For this to happen we have to ensure that the main contractor and key supply chain members are the right people for the job and understand the dynamics of this project; the choice of procurement route is therefore a major decision and it is critical that the right option is chosen. The University of Leeds has traditionally adopted collaborative approach to working with Contractors and selects on a Cost and Quality basis usually via Single Stage Design and Build tenders. However a number of factors have caused the reconsideration of the procurement options:- * The scale and complexity of this project coupled with the potential perceived risks and management input that will be required by the Contractor * The recent addition of the Common Room, Old Bar, Foyer, Foyer Void and Market Square elements * Negative feedback from Contractors regarding Single Stage procurements on complicated refurbishment projects * The comparatively limited Contractor response for previous recent projects We believe that a selection process following a multi stage approach but retaining two Bidders for the final stage, most closely satisfied the need to make the project more attractive and still retain competition. This document summarises the selection criteria for each stage of the process. The project is notifiable under OJEU and the new Public Contract Regulations 2015 do recognise a two stage approach under the guise of 'Competitive Procedure with Negotiation'. The options open to us therefore are either to utilise an existing OJEU compliant framework or advertise the project and invite bids. It was agreed to follow the latter approach. The stages of the procurement process are :- 1. Advertise the project in the European Journal (OJEU) - completion of a Pre-Qualification Questionnaire to determine a first stage tender list of a maximum of 6 - evaluated purely on Quality. 2. Submission of a First Stage Tender containing cost, quality and sustainability submissions resulting in the selection of 2 Second Stage tenderers - evaluated on cost, quality and approach to sustainability 3. Following an interrogation of programme, design and cost, the submission of a Second Stage tender for the whole of the works evaluated again on cost, quality and approach to sustainability.
