Summary of the contracting process

The Committee on Climate Change is conducting a public procurement process for the tender titled "Data on non-residential buildings decarbonisation," focusing on the research and development services industry. The procurement is currently in the Tender stage, with submissions due by 25th February 2022. The project aims to enhance indicators for non-residential building decarbonisation as part of the UK's Net Zero initiative, with a contract value ranging from £5,000 to £20,000. The contract is set to commence on 3rd March 2022 and conclude on 21st March 2022, with all activities taking place in London, United Kingdom.

This tender represents a significant opportunity for businesses involved in research, consultancy, and data analysis, particularly those with expertise in energy efficiency and low-carbon technologies. Small and medium enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) are encouraged to participate, as they may provide innovative solutions to the challenges outlined. Companies with a focus on sustainable building practices and decarbonisation strategies will find this procurement particularly relevant for expanding their market presence and contributing to national climate goals.

Notice Title

Data on non-residential buildings decarbonisation

Notice Description

Every summer, the CCC publishes the UK Progress Report, assessing UK progress towards Net Zero. For each key sector, we publish a set of indicators to monitor progress. We are currently refreshing our indicators for buildings. In recent years, CCC's indicators for buildings have largely focussed on residential buildings. Residential buildings comprise a more significant component of buildings emissions, and data is more readily available to track progress. Given the heterogeneous stock of non-residential buildings, data on roll-out of low carbon heating technologies or insulation measures is often unavailable or not robust. Despite these challenges, the CCC plans to develop indicator(s) on non-residential building decarbonisation for the 2022 Progress Report and beyond. The main areas of progress we would like to track are: * Roll-out of energy efficiency and demand reduction measures * Adoption of low-carbon heating (heat pumps, low-carbon heat networks etc) Our internal scoping has identified several datasets regularly published by the government which we can use, including the ND-NEED dataset. However, gaps in the data remain, and, we recognise there may be data or approaches to constructing indicators beyond those datasets currently published by government which we could draw on. **** See Specification for more detail ****
