Summary of the contracting process

National Highways Limited commissioned development consultancy services to create a digital tooling solution for managing its RIS3 Forward Programme of technology renewals. The system will be owned, hosted and operated by National Highways Operational Technology. Its scope covers automated programme updates, asset movement and reprioritisation, instant reporting, cost and inflation parameter updates, strategic asset allocation with detailed asset-level control, risk alerts, conflict detection, predictive analytics, automated change control, auditable logging, restricted fields and interoperability with Oracle outputs. The consultant must also produce training materials for National Highways employees and provide correspondence and consultation records to support migration and operational handover. Delivery covers the United Kingdom, Europe, the Channel Islands, the Isle of Man, British Overseas Territories and the rest of the world.

The procurement is complete and the contract was awarded to Amey OW Ltd on 1 September 2026. The awarded value is £99,969.53 excluding any applicable additions, against an estimated procurement value of £100,000. The contract runs from 2 September 2026 to 31 March 2027. It was a selective procedure using a call-off from a framework agreement. The requirement was classified as development consultancy services and is suitable for small and medium-sized enterprises. The tender submission deadline was 30 July 2026 at 19:00. National Highways Limited is the buyer. The award is active, with one supplier selected, and covers the full digital tooling, training, consultation-record and migration-support requirement described above.

This requirement demonstrates demand from National Highways for suppliers combining digital product development with programme-management expertise in operational technology. A credible future supplier would need to design and implement scalable tooling that handles both strategic asset allocation and detailed records of assets, costs and destinations. Relevant capability includes workflow automation, data integration with Oracle outputs, reporting for internal and external stakeholders, cost modelling, inflation adjustments, predictive analytics, alerts and conflict detection. Strong change-control and audit functionality would be important, including field restrictions, logged approvals and transparent allocation of assets and funds. Suppliers should also be able to create practical training materials, support knowledge transfer and maintain clear consultation records. The opportunity was identified as suitable for SMEs, so a specialist technology consultancy could be well placed to compete.
