Expressions of Interest to participate in the procurement process for the award of the Individual Placement and Support for Severe Mental Illness Service in the Greater Manchester Region.
Notice Description
The Expression of interest is published to provide an outline of the IPS for SMI and to gain insight into the market interest in providing the service across the Greater Manchester Region. Potential providers are encouraged to read this description and register an interest to participate via the link below. The Authority has lead responsibility for the programme and contract with a provider with the capacity and capability to deliver IPS-SMI across the whole region. The IPS for SMI has been rigorously trialled and has consistently outperformed all other tested forms of support for job seekers with severe and enduring mental health problems. IPS for SMI has been part of the NHS Long Term Plan and preceding strategies for national mental health improvement for over 8 years and is a fundamental part of the ongoing transformation of community mental health (CMH) services and embedded within integrated models of secondary care mental health services for patients with severe mental illness. Therefore, the region is making investment into IPS for SMI services in working towards the ambitions of the NHS Long Term Plan. The main intention is that services are integrated within transformed CMH models, and that they will continue to be available for anyone who can benefit from this unique and highly effective intervention. In response to the National IPS programme and the implementation across Greater Manchester, the Authority is assessing its plan to award a single contract for a period of three (3) years with a possible extension, yet to be defined, across the Greater Manchester Region. it should be noted that the service commencement date will be split into 2 phases: Phase 1 - Service will commence in April 2024 Phase 2 - The remainder to the service commencing in September 2024, which coincides with the end of a current contract and the successful provider will be expected to ensure a safe and effective transition to the new service contract. The current plan is for the future procurement to launch in November 2023 with service commence Spring 2024 and phase 2 September 2024. In expressing an interest to participate potential Providers will need to understand the service, how this relates to the Greater Manchester region and to provide evidence of how to achieve stated outcomes. However, in summary the IPS for SMI is an employment support service integrated within secondary care mental health services to assist people who experience severe mental health conditions. It is an evidence-based programme that aims to help people find and retain employment. For the service user, the benefits of being in employment include improved mental health and wellbeing and a greater sense of purpose alongside regular income. For the health system benefits include an overall reduction in the use of primary and secondary mental health services, leading to improved efficiency and savings. The Greater Management region is expansive consisting of 10 areas (map via the link provided). This programme is a priority for the region and will require collaborate with commissioners and other key local stakeholders to ensure effective delivery and achievement of outcomes. The initial plans are for the Authority to appoint a single provider to deliver the services across the region; and will require a provider to demonstrate a full understanding of IPS for SMI, the context within region and the diversity of populations in each area. Therefore, Potential Providers should ensure they are familiar with the IPS for SMI programme and assess their respective capacity and capability to provide services across the whole region, before expressing an interest to participate.
