Future Administration of the Civil Service Pension Scheme
Notice Description
The Civil Service Pension Scheme (CSPS) is the 3rd largest UK occupational pension scheme with approximately 1.5 million members and 300+ employers. We aim to transform the administration of the CSPS, aspiring to become the UK's best administered and managed public-sector pension scheme. We are seeking a contractor who shares our vision and will work in partnership to deliver a service that puts member experience at its heart, whilst transforming the service to employers. Contractors must demonstrate a commitment to and track record of delivering continuous improvement. The service will include: - paying c.PS6 billion a year in pensioner benefits - providing a core service compliant with scheme rules and legislation - transforming member experience - delivering services to employers that reduces administrative burdens - using digital communications as the channel of choice for members and employers - collecting and accounting for c.PS4 billion of contributions a year from the scheme. The Cabinet Office manages the delivery and administration of the Civil Service Pension Scheme (CSPS). Our aim is to deliver the best-administered and managed UK Public Sector Pension Scheme. We want a service that puts excellent member experience at the heart of everything that we do, while positively transforming the way in which the CSPS interacts with the 300 plus scheme employers. Above all we want to ensure that the right people get the right benefits at the right time and at the right cost to the taxpayer. We are looking for an administrator who can deliver our aim. We would like interested contractors to set out in writing their understanding of our requirement, as outlined in this Notice. Areas of interest include (but are not limited to): * how the requirement could be delivered * how continuous improvement can be successfully delivered * how member experience can be put at the heart of services * potential technology developments and how they may affect services Responses should be approximately 4 pages, with additional material included in annexes. Site visits may then be arranged to deepen our understanding of contractor responses. Contractors should email zaneel.abidin@cabinetoffice.gov.uk by 22 October 2018, confirming their intention to respond. Full responses should then be sent to the same email address by 26 October 2018. Further information is provided in Section VI.3 of this Notice. Any procurement will comply with the Public Contracts Regulations 2015. Additional information: INTRODUCTION We want to transform the current service, in particular the member experience. We want to have in place a service that is as frictionless as possible for members, that does not rely on a onesize-fits-all approach and that demonstrably shows a strong emphasis on continuous improvement throughout the length of the contract. We will want a service that places emphasis on member engagement in a way that enables the members to consider their options and help them plan for their futures. Under the Public Service Pensions Act 2013, the Prime Minister is the Scheme Manager. In practice, the Cabinet Office carries out the day-to-day management of the scheme. The service is a complex one and its profile has increased considerably over the last few years. In common with the other large UK Public Sector schemes, we regularly benchmark the CSPS' performance. We will welcome expressions of interest from contractors and their partners to talk through the future shape and design of the service. We are open to ideas on innovative service delivery. NEXT STEPS We do not currently propose to have an 'industry day'. Instead we would like contractors interested in pursuing this opportunity to set out in writing their understanding of our requirement as outlined in this document. The sort of areas in which we will be interested include (but are not limited to): * how the requirement could be delivered * how continuous improvement can be successfully delivered (using, where available, examples with current clients and details of improvements made) * how member experience can be put at the heart of services * how technology may develop in the 2020s and how this may affect services Responses should be reasonable and proportionate. As a guide we would expect contractors to keep their responses to around four pages, with such additional material as they think appropriate included in annexes. We may then wish to arrange site visits to contractors so that we can deepen our understanding of their response. We will be happy to provide you with further information on our aims and on what we are looking for - please contact zaneel.abidin@cabinetoffice.gov.uk Contractors who intend to submit a response should firstly email zaneel.abidin@cabinetoffice.gov.uk by 22 October, confirming their intention. The contractors should then send their full responses to the same email address by 26 October 2018. Prior to any visits, we may require contractors to enter into a confidentiality agreement, which we will provide. We reserve the right to supplement and vary the conduct of the prior engagement process. Where we do this we will act transparently and treat all contractors who have expressed an interest equally. We do not guarantee that any procurement will take place.
