Summary of the contracting process

The Bristol City Council is currently seeking bids for a Sleeved Power Purchase Agreement, which aims to utilise the electricity generated from its own wind turbines across various nominated sites. This tender, classified under public utilities, is in the active tender stage, with submissions due by 11th March 2022. The expected value of the contract is £10 million, and it is anticipated to commence on 1st April 2022, with a duration of 18 months and a potential one-year extension. The initial power demand and generation are each estimated at around 13 GWh per year, presenting an opportunity to scale both generation and demand over time.

This procurement process offers significant opportunities for businesses, particularly those involved in renewable energy, energy distribution, and related services. Small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) are encouraged to participate, given the suitability criteria. Firms capable of providing innovative solutions for power generation, distribution, and energy management would be particularly well-suited to compete for this contract, potentially leading to long-term partnerships with the Council in enhancing sustainable energy practices across the region.

Notice Title

RES/EN Bristol City Council Sleeved Power Purchase Agreement 2021

Notice Description

From October 2021 Bristol City Council (BCC) has been looking to set up a Sleeved Power Purchase Agreement. This arrangement will allow power generated by BCC's own wind turbines to be directed (virtually) to nominated BCC sites. Initial demand is expected to be around 13 GWh/yr, initial generation also around 13 GWh/yr. It is proposed to establish the sleeved PPA with initially just the council wind turbines and the half hourly sites, but the contract must have provision to expand both generation and demand. This could include further half-hourly sites, further non-Half-Hourly and UMS sites (subject to confirmation), and additional non-BCC generation. In order to seek a wide range of potential bidders, it is proposed the sleeved PPA should be put to tender. The new contract is expected to run for 18 months, with an option for a one year extension (30 months max).
