NHS England South (South East) - Market Engagement for the Provision of Mental Health Services to Kent and Medway Prisons
Notice Description
This notice is placed as a Prior Information Notice and relates only to a pre-procurement market engagement event. NHS England South (South East) (the commissioner) invites expressions of interest (EOI) from suitably qualified and experienced providers, including third sector and social enterprise organisations, private and NHS organisations, to provide Mental Health service to HMP Elmley, HMP Swaleside, HMP Standford Hill, HMP Rochester, HMP Maidstone and HMP East Sutton Park and to attend a Market Engagement Event. The aim of the event is to work with potential bidders and stakeholders to understand opportunities and barriers to providing these services across a minimum of 6 establishments and to assist commissioners with shaping their procurement strategy. This is not a call for competition. This service will be commissioned as part of the overall Offender Health pathway within the prison and as such this model will ensure an integrated, recovery orientated treatment system both within the prison and onwards into the community. The service will focus on delivering person-centred care within seamless, integrated structured clinical and psychosocial interventions/services in prison and facilitating arrangements through the gate into the community to ensure effective continuity of care. Close joint working with other healthcare services, as well as other departments within the prison such as Education, Offender Management, and Physical Education, is imperative to the success of the delivery of this service. The service is to be made available to all prisoners within the establishment. The provider must meet the unique needs of the establishment and take into account the needs of the population within that establishment. Additional information: This notice is an information gathering exercise rather than a call for competition in its own right, and therefore publication or response does not commit NHS England or respondents to a future procurement, nor provide any process exemptions or preferential treatment to any parties expressing an interest. NHS England will not be liable for costs incurred by any interested party in participating in this exercise. The Services are healthcare services within the meaning and scope of Annex XIV of Directive 2014/24/EU ("the Directive") and Schedule 3 to the Public Contract Regulations 2015 ("the Regulations"), which are not subject to the full regime of the Regulations, but is instead governed by the "Light Touch Regime", (Articles 74 to 76 of the Directive, and Regulations 74 to 76 of the Regulations). For the avoidance of doubt, the Authority will not be bound by the Regulations or the Treaty on the Functioning of the European Union or any other regulations or legislation except for the specific parts or circumstances that apply to the procurement of these Services.
