Notice Description

Collect information for National Programme for Substance Abuse Death for drug-related deaths registered within the period covered by this contract. The contractor must have established links with coroners throughout England. The feasibility of potential contractors to carry out the task will depend on this. The Contractor is to share updated extracts of attributable individual level data with PHE on deaths reported to the programme at intervals of no more than two months. The Contractor is expected to respond to reasonable ad hoc enquiries made by PHE over the course of the contract in relation to data collected by the Programme and to make PHE aware on an ad hoc basis of any emerging patterns or trends identified by the Contractor which may be of interest to PHE. If Contractor is publishing any reports independently or for other clients (which is not part of of PHE requirement): it must liaise with PHE during the production of any report or other publication(which includes data on deaths collected during the contract period) to ensure the supplier analysis and content is agreed in advance of publication. This requirement will stay in place beyond the end of the contract period. However, following publication of the NP-SAD annual report on deaths, the Contractor will not be required to consult with PHE on subsequent publications incorporating this data. The Contractor must give PHE advance sight of any data from the programme to be shared with third parties. PHE wants to find out if there is market for this service. If there is no market, then PHE will undertake a direct award and no opportunity will be publilshed for this work. Drug-related deaths are at a record high in the UK with emerging threats from new drugs. This information enables us to better understand trends in drug-related deaths seen in national statistics and also acts as a form of surveillance regarding emerging threats. Sucessfull supplier will have to submit a bid via Bravo Tender.
