Notice Description

The London Borough of Hammersmith and Fulham, the Royal Borough of Kensington and Chelsea and Westminster City Council, together with Hammersmith and Fulham CCG, West London CCG and Central London CCG are looking to commission a 'whole system', outcome focused Speech and Language service(s) for pre-school, school aged children and up to 25 years of those with Education, Health and Care Plans. Key elements of the services will be delivery across early years; primary, secondary and special school education - including special educational needs; and health. The headline objectives for the services are: - Maximise children's independence and improve communication needs as well as to maximise wider outcomes for these children. - Early intervention and prevention. - A focus on outcomes. - Applying evidence of what works. - Adopting a whole system approach to ensure an integrated approach. Working closely with other health, education and social care professionals as well as families to promote integration. - Placing children, young people and families at the centre of all service provision. - Developing sustained capacity in the system including children's centres and school staff and families through the provision of training, support and development to deliver better outcomes. The annual contract value is anticipated to be in the region of PS5 million, with a potential contract duration of three years, with the option for one contract extension. We would welcome early expressions of interest from providers who have extensive experience of delivering comparable services. We would also welcome the opportunity to discuss our needs and service requirements as well as to explore what solution you may be able to provide in order to shape this commissioning offer. This early engagement exercise may translate into one or a number of service contracts, so we would be interested to understand whether you see yourself as being able to deliver all or part of the services. It is anticipated that the new service will be in place in the Autumn/Winter of 2016. This is the beginning of the process to hold further more detailed market engagement and we would like to know if you would be interested in attending an event at the beginning of Autumn 2015.
