5-046 Area 10 Specialist Procurement Support
Notice Description
In April 2015 the Highways England Board approved the alternative Asset Led Delivery Model approach to maintenance and investment delivery in Area 7 to enable the region to take increased ownership of asset commercial knowledge and decision making related to investment planning, routine maintenance and operational management. AD was subsequently implemented in the South West (Areas 1 and 2) and Area 13 and 14 and is now being rolled out for the North West region - Area 10. In December 2014 the Government announced its Roads Investment Strategy (RIS) to ensure significant investment and a long-term plan for the strategic road network. The AD approach will contribute to RIS by: - Supporting in the delivery of significant efficiency savings through cumulative savings on roads and structures renewals over the five year period. - Ensuring network availability of a minimum of 97% through the aggregation of capital works packages as recognised in the Strategic Business Plan. - Keeping the network in a safe and serviceable condition. - Supporting in achieving 90% Customer satisfaction by minimising delays through the forward programme of maintenance and capital works. The new operating model will ensure that as an organisation we have direct ownership of the aspects that are important to the reputation of Highways England through an increased focus on our performance, working innovatively and driving further efficiencies with our supply chain in order to achieve the ambition in the RIS.
