A state of urgency exists in the UK (and globally) due to the Covid-19 pandemic and this state of urgency did not give the Authority sufficient time to comply with the standard Open Procedure time scales for this procurement. Accordingly, the authority used the accelerated time limits for the open procedure permitted under the Public Contract Regulations 2015 (Regulation 27(5)) to conduct this procurement."
