ProCure22 Specialist VAT Recovery Service
Notice Description
The Authority is seeking to appoint a specialist VAT recovery service framework agreement with one supplier, to provide VAT recovery advice services for those services performed under the Procure22 Framework agreement, especially for those NHS clients undertaking a construction project via the Procure22 framework that has been agreed and registered within the Procure22 database. The following services shall be required from the framework provider: *Provider any registered NHS client undertaking a Procure22 construction project upon request, a VAT consultancy service to ensure that it realises the allowable amount of VAT recoverable within the acceptable HMRevenue & Customs (HMRC) rules as laid down in law. *To review and where necessary, amend any VAT calculations as prepared by the various NHS bodies. *To liaise with both those NHS bodies and the HMRC on any matter that is relating to VAT claims. *To review those claims on conclusion of the construction project, and ensure that the relevant NHS body is fully aware of any further action that may be required. *Process VAT claims through to HMRC approval and to resolve any issues that arise during the process. *To liaise with the Procure22 team, HMRC and any other bodies e.g. the Health Estates and Facilities Management Association (HEFMA), any working groups in respect of notification of issues, to refine and simplify and generally improve the VAT recovery process. *To provide monthly progress reports to the Procure22 team. Transparency: *Potential Bidders should note that, in accordance with the Government's policies on transparency, the Authority intends to publish the Invitation to Tender (ITT) and any contract awarded, subject to possible redactions at the discretion of the Authority. further information on transparency can be found at the following pages: 'http://www.cabinetoffice.gov.uk/resource-library/guidance-transparency' 'https://www.gov.uk/government/publications/transparency-requirements-for-publishing-on-contracts-finder' General: *The Authority reserves the right to terminate the procurement process (or part of it), to change the basis of and the procedures for the procurement process at any time, or to procure the subject matter of the contract by alternative means if it appears that it can be more advantageously procured by alternative means. Please note that contract award is subject to confirmation of budget being held. *The most economically advantageous or any tender will not automatically be accepted. *Tenders and all supporting documentation for the contract must be priced in sterling and written in English. Any agreement entered into will be considered a contract made in England according to English Law and will be subject to the exclusive jurisdiction of the English courts. Tenders must maintain the tender for 120 days after the receipt deadline. Contract award on behalf of other contracting authorities - Yes. The Procure22 arrangement is a National Framework Agreement for England which exists between the Department of Health (DH) and Principal Supply Chain Partners under which a range of capital investment construction schemes can be delivered to DH, its sub-departments in the NHS, the NHS Authorities and Trusts in England.
