            "description": "This procurement was managed and awarded using the Halton Housing framework for Supply of Vehicles ((Lot 1: Contract Hire of Cars and Light Commercial Vehicles up to 5 000 kg G.V.W and Lot 2: Contract Hire of Specialist Vehicles and Commercial Vehicles Exceeding 5,000 kg G.V.W). The awarded costs were revised from PS2,917,820 to PS2,992,258 (increase of PS74,438), due to several factors outside of the Supplier's control, which were clearly stipulated as possibilities within the Supplier's Direct Award response, as below: 1. The vehicle supply market is in a turbulent condition with manufacturers adjusting prices at no notice in response to global events. \"Standard\" specifications are also routinely being adjusted as manufacturers adjust them considering the availability and pricing of key components. Some manufacturers have even adjusted prices between order and delivery. Consequently, whilst the Supplier used pricing from the vehicle manufacturers prevailing as at [the date of response] in our calculations, it is possible that these will change prior to award, order, and delivery. As a result, the Supplier must reserve the right to adjust our pricing to NNC on an \"open book\" basis, should such increases be advised to us. 2. Furthermore, UK interest rates and funding swap rates have been moving in recent weeks and we anticipate this continuing. With twelve-month lead times on some of the vehicles specified in this procurement, it is possible that the effect of interest rate/ swap rate movements could be significant. Consequently, The Supplier must reserve the right to adjust our pricing to NNC on an \"open book\" basis.",
