Summary of the contracting process

The University of Birmingham is conducting a tender for the procurement of energy budget optimisation software, aimed at enhancing operational efficiencies within its extensive estate of approximately 180 buildings in the West Midlands. This procurement is currently at the tender stage, having been published on 20th July 2015, with a deadline for submission of proposals set for 7th August 2015. The project has a total value estimated at £15,000, targeting businesses that specialise in software packages and information systems, specifically those classified under CPV codes 48000000 and 48100000.

This tender presents a lucrative opportunity for small and medium-sized enterprises (SMEs) in the software development sector, particularly those with expertise in creating industry-specific software solutions. By securing this contract, businesses can enhance their portfolios while contributing to the University’s goal of reducing carbon emissions and optimising energy usage. Companies that can provide fully functional solutions capable of immediate implementation would be ideally suited to compete in this process, which not only aims to improve the University's fiscal outcomes but also its environmental footprint.

Notice Title

Energy Budget Optimisation Software

Notice Description

Introduction The University of Birmingham is member of the Russell Group of research led Universities, with an estate comprising circa 180 buildings covering over 600,000m2 of floor space, 34,000 staff and students and an energy spend of over PS10 million per year. We have a commitment to reduce our carbon emissions by 20% by 2020 from a 2005/06 baseline, we have currently achieved 18%. The University operates an extensive 11kV private wire network and a number of district heating systems. These are feed from a number of generators (eg CHP, PV), which can provide 7MW of our peak electrical demand of circa 13MW. We have heat storage and cooling (both absorption and electric) installed on site. We have detailed information and consumption profiles of our use, down to building level (and beyond) on a 30 minute basis. Requirements for Software We wish to procure software with which technical and economic analysis of our operation can be undertaken with the objective of optimising the usage to maximise fiscal benefit and minimise carbon footprint. This software needs to be fully functioning now and not a development project.
