Summary of the contracting process

National Highways Limited commissioned research consultancy to address gaps in understanding the safety effects of longitudinal road surface treatments, including specific types of longitudinal road markings. The work examines how these treatments affect driver behaviour and the likelihood and severity of collisions, to improve estimates of reductions in people killed or seriously injured on the Strategic Road Network. It also develops recommendations on the road types, site characteristics and operating conditions where these markings are likely to have the greatest safety impact, and on overcoming barriers to wider use. The work is classified as development consultancy services. The requirement concerns the Strategic Road Network; the listed delivery coverage spans the United Kingdom and several other broad locations.

The procurement is complete and was awarded to Arcadis Consulting UK Limited on 12 October 2026. The awarded contract is valued at £139,991.27, with a contract period from 12 October 2026 to 31 March 2027. The estimated procurement value was £352,000. National Highways used a selective call-off from a framework agreement. The tender submission deadline was 6 August 2026. The procurement was categorised as services and marked suitable for SMEs and voluntary, community and social enterprises. No evaluation criteria or lot structure are set out in the available process details.

This award shows demand for specialist research consultancy that can assess the road-safety effects of engineering treatments on strategic roads. A credible competitor for a comparable requirement would need to connect longitudinal road markings with driver behaviour and collision likelihood and severity, and produce robust estimates of effects on deaths and serious injuries. The work also calls for applied recommendations: identifying road types, site characteristics and operating conditions where treatments are most effective, and explaining how practical barriers to their wider adoption can be addressed. Research capability must therefore extend beyond analysis to findings that National Highways can use in decisions about road treatments. The procurement was handled as a framework call-off, so suppliers seeking similar work should be positioned to compete through the relevant framework route.

Notice Information

Notice Title

S30136 Addressing gaps in understanding of KSI impacts of engineering treatments for A-roads - Longitudinal Road Surface Treatments - stage 2

Notice Description

Consultation undertaken as part of the Road to Zero Harm (RTZH) research project identified gaps in our knowledge related to the effectiveness of a specific set of longitudinal road marking types on safety outcomes (defined below). This work seeks to improve our understanding of how these longitudinal treatments influence driver behaviour, collision likelihood and severity outcomes. It will result in improved estimates of the KSI reductions that could be expected from these treatments on the Strategic Road Network (SRN). The outcome of this work will also provide recommendations (1) on the road types, site characteristics, and operating conditions where these markings are expected to deliver the greatest impact on KPI1 (Reduction in KSIs on the SRN); and (2) how remaining barriers to greater use of these markings could be overcome.
