Notice Description

Border Force is a law enforcement command within the Home Office. Border Force secures the border and promotes national prosperity by facilitating the legitimate movement of individuals and goods. To facilitate these checks, Border Force utilises a range of mobile mobile vehicles and equipment at ports across the UK in addition to diesel generators and portable fuel storage facilities. Ports requiring this service are:~ Teesport, Newcastle, Southampton, Avonmouth, Poole, Purfleet, Thamesport, Portsmouth, Tilbury, London Gateway, Rosyth, Grangemouth, Coatbridge, Greenock Ocean, Stranraer, Cairnryan, Liverpool, Holyhead, Felixstowe, South, South West & South Wales, Poole, Pembroke, Cardiff, Swansea, Fishguard, Plymouth, Avonmouth, Bristol Royal Portbury, Newhaven, Harwich, and Immingham. Border Force are assessing the feasibility of how the supply of diesel to the above ports can be facilitated. Suppliers would be expected to: - Agree a schedule of fees for the delivery of fuel; - Organise/ schedule deliveries to key sights to ensure that frontline Border Force capabilities can remain operational; - Provide quick delivery times for ad-hoc fuel deliveries where scheduled fuel stops could not be made; - Provide data as to how much fuel is being used, costs, volumes and frequencies; Border Force would not be able to: - Guarantee volumes of either scheduled or ad-hoc fuel deliveries; - Provide a fixed fuelling schedule for all stations; As part of this RFI, we would like to establish: - Market appetite for such a service; - Understand how a supplier would undertake the service; - Establish whether this could be delivered by a single supplier, multiple suppliers or sub-contractors; - How the fuel would be priced in order to remain competitive and deliver VfM; - What suppliers can do to help Border Force to track costs and fuel consumption; - Understand other service delivery challenges and technicalities.
