This engagement, set within the Software package and information systems industry category, invites contributions from suitable vendors until 30th August 2024. The process is instrumental for managing the Council’s extensive tree database, which includes 178,000 trees and over 500 Tree Preservation Orders. Notice Title

Pre-Market Engagement for the provision of Tree Management System

Notice Description

Leicester City Council ("the Council") are commencing a formal process to obtain market intelligence on offerings in the market on commercial off the shelf solutions in relation to it's Tree Management System. The Ezytreev database is used to manage the 178,000 trees within the council's ownership and the 500 plus Tree Preservation Orders and Conservations Area protected trees within the city. This is a very specialised database which is critical to service delivery and statutory acts, such as Highways, Town & Country Planning - Tree Preservation, Local Government (Miscellaneous Provisions) Act sect 23 & 24, Anti-social Behaviour Act - High Hedges. This operating system is used to manage all the above areas, without it's continued use the management of the city'strees would not happen. We are interested in understanding the market, and whether vendors can supply all (our preferred option), or one of the components we are looking to replace. We are not averse to using different solutions for each of these channels but would expect they would be channelled through the same provider. As a principle the Council is embracing digitalisation moving towards streamlining, automation and channel adoption, with customer self-service at every opportunity. Before potentially commencing a formal tender process, the Council is keen to seek market information from organisations that may have an interest or expertise in this field. The information provided will be used to help inform and shape the requirements in our specification. We are committed to fairness and transparency in all our procurement activity. Responding to this pre-market engagement will not place you in a more favourable position at any resulting tender stage and likewise declining to respond will not disadvantage you. The responses received will only be used for the purposes of background information which informs our specification and options appraisal and will not be used for selection or award purposes in any tender process.
